1. PURPOSE
The purpose of this policy is to establish a structured, transparent, and professional pre-approval framework for projects seeking association with Purvanchal Film City Private Limited under its in-house production, co-production, distribution enablement, or service-based execution models.
This policy ensures that all approved projects meet PFC’s creative, technical, financial, and operational standards, enabling smooth execution from development to release.
2. SCOPE
This policy applies to, but is not limited to:

🎬 Filmmakers, Directors & Producers

🏢 Production Houses & Studios
-
🧑💼 Corporate Clients, Brands & Agencies
-
🎥 Independent Creators & Content Owners
All projects—feature films, web series, short films, documentaries, digital content, or branded content—must undergo this pre-approval process before any formal association with PFC.
3. ELIGIBILITY CRITERIA
To be considered for pre-approval, applicants must satisfy the following minimum requirements:

Legal ownership or authorized rights over the project

At least one completed professional project (released or commissioned)

A clearly defined budget, funding plan, and execution timeline
-
(Preferred but not mandatory) A registered entity, production house, or professional brand
Meeting eligibility criteria does not guarantee approval.
4. SUBMISSION REQUIREMENTS
Applicants must submit a complete project dossier, including:

Project Title & Detailed Synopsis

Script / Screenplay / Treatment
-
Budget Breakdown & Production Timeline
-
Director & Producer Profiles
-
Target Audience & Market Overview
-
Previous Work, Showreel, or Reference Links
Incomplete submissions may be rejected without review.
5. EVALUATION CRITERIA
Projects are evaluated on multiple parameters, including:

Story strength, originality, and creative merit
-
Budget realism and execution feasibility
-
Production preparedness and team capability
-
Market, audience, and platform viability
-
Alignment with PFC’s brand values, content vision, and quality benchmarks
6. APPROVAL PROCESS
The approval process consists of the following stages:

Initial Screening & Documentation Check

Creative & Technical Evaluation
-
Budget & Feasibility Assessment
-
Virtual or In-Person Pitch (if shortlisted)

Final Review by PFC Approval Committee
⏳ Timeline:
Typically 2–4 weeks from receipt of a complete submission.
7. DECISION OUTCOMES
Upon review, one of the following decisions will be communicated:

✅ Approved – Project Approval Letter & Letter of Intent (LOI) issued

⚠️ Conditional Approval – Revisions or clarifications required
-
❌ Rejected – Feedback may be provided at PFC’s discretion
PFC reserves the right to approve or reject any project without obligation to disclose detailed reasoning.
8. MANDATORY PFC SERVICES (NON-NEGOTIABLE)
To maintain consistent quality and brand integrity, the following services—where applicable—shall be executed only by Purvanchal Film City Private Limited or its officially appointed vendors, at actual or mutually agreed costs:

Post-Production Services

Media, PR & Publicity Management
-
Poster, Trailer & Publicity Design
-
Title & Publicity Material Approval
-
Still Photography & Behind-the-Scenes (BTS)
-
Censor Certification & Regulatory Coordination
These services are mandatory for all approved projects.
9. POST-APPROVAL TIMELINE & OBLIGATIONS
Upon approval:

📄 The Project Approval Letter must be signed within 24 hours
-
📰 PFC PR & Publicity Services must be booked immediately to enable official announcements and workflow initiation
-
📦 Complete project delivery—including final edits, raw footage (where applicable), and publicity assets—must be completed within four (4) months from approval
Failure to adhere to timelines may result in termination or penalties as per agreement.
10. PRODUCTION SUPPORT & PAYMENT TERMS

🧾 Payments, if applicable, shall be processed only after final submission and quality clearance

⏱️ The payment cycle begins from the last date of the 4-month submission window, even if the project is delivered earlier
-
💸 Minimum payment clearance timelines may extend up to twelve (12) months from the submission deadline, subject to project value, revenue realization, and contractual terms
Detailed financial terms shall be governed by separate written agreements.
11. CONFIDENTIALITY
All project materials submitted to PFC shall be treated as confidential and protected under internal data and information security policies.

13. POLICY REVIEW & AMENDMENTS
This Pre-Approval Policy shall be reviewed every three (3) months by PFC’s Legal & Production Affairs Team and may be updated periodically to reflect industry practices, regulatory changes, or internal requirements.
The latest published version shall be final and binding.
