🎬 Pre-Approval Policy

📑 1. Purpose

To streamline the approval and onboarding process for projects under PFC’s in-house production, co-production, or service-based models, ensuring professional execution from development to release.

📌 2. Scope

This policy applies to:

  • 🎬 Filmmakers & Directors

  • 🏢 Production Houses & Studios

  • 🧑‍💼 Corporate Clients & Agencies

  • 🎥 Independent Creators

✅ 3. Eligibility Criteria

  • Legal ownership of the project

  • At least one completed professional project

  • A clear budget and execution timeline

  • (Preferred) A registered entity or production brand

📨 4. Submission Requirements

  • Project Title & Synopsis

  • Script / Screenplay

  • Budget & Production Timeline

  • Director/Producer Bios

  • Target Audience Overview

  • Previous Work / Reference Links

📝 5. Evaluation Criteria

  • Story strength and originality

  • Budget feasibility and execution plan

  • Production readiness

  • Market/audience viability

  • Alignment with PFC’s brand and content vision

🔄 6. Approval Process

  1. Initial Screening

  2. Creative & Technical Evaluation

  3. Budget Assessment

  4. Virtual/In-person Pitch (if shortlisted)

  5. Final Review by PFC Approval Committee

🕒 Timeline: 2–4 weeks after complete submission

📣 7. Decision Outcomes

  • ✅ Approved – Contract & Letter of Intent (LOI) issued

  • ⚠️ Conditional Approval – Revisions required

  • ❌ Rejected – Feedback may be offered

📌 8. Mandatory PFC Services (Charged at Actual Cost)

To maintain quality standards, the following will be executed only by Purvanchal Film City or its appointed vendors:

  • Post-Production

  • Media, PR & Promotions

  • Poster & Publicity Design

  • Title & Publicity Approval

  • Still Photography & BTS

  • Censor Certification Coordination

These are non-negotiable for all approved projects.

📁 9. Post-Approval Timeline & Obligations

  • 📄 If shortlisted, you must sign the Project Approval Letter within 24 hours

  • 📰 You must book PFC’s PR & Publicity Services immediately, enabling official announcement and workflow

  • 📦 Full project delivery (including edits, raw files, publicity assets) must be completed within 4 months

💸 10. Production Support & Payment Terms​

  • 🧾 Payment Processing (After Final Submission & Quality Clearance).

  • Payment cycle begins from the last date of the 4-month submission window, even if submitted earlier. Project Value Minimum Payment Clearance Timeline, 12 months from submission deadline

🔒 11. Confidentiality

All submitted materials remain confidential and are protected under PFC’s internal data policy.

📅 This policy will be reviewed every three months by PFC’s Legal & Production Affairs Team and updated as needed to reflect industry trends and internal requirements.
